Issue overview

In a user file with HeatPump:PlantLoop:EIR:Heating, the heat pump was not operating with "Control Type" = Setpoint.
Adding a setpoint on the Source Side Outlet Node gets it to run.

The heatpump should check for a setpoint and either throw an error, or get the setpoint from the PlantLoop Loop Temperature Setpoint Node.
