Full CSP plant functionality #512
Description
A CSP plant case study requires that:
[x] CST only supplies the high temp thermal storage
[] High temp thermal storage only supplies the steam turbine
[x] Steam turbine can reject waste heat
This will require a new attribute for the High temp thermal storage that allows for an exclusive connection to the steam turbine. Otherwise it's possible for the storage to meet a heating load without running the steam turbine which isn't feasible in CSP plants as they are currently designed.
