SAM time series utility sell rates are not sent to REopt API

Describe the bug

The call to REopt via the "get size and dispatch" button drops the time series sell rates. Consider providing these as wholesale rates.

To Reproduce

See NREL/ssc#1303 for a test file. This should get a battery in the sizing, but does not.

Expected behavior

Export rates should be send to REopt for sizing and dispatch.

Additional note: REopt has a battery constant cost to align with the ATB. Ensure this is zeroed out for residential so that it recommends batteries at small sizes. (this should maybe be it's own issue?)
