add more flexibilty in braking strategy

Current approach assumes maximum braking, but lower brake settings or coastdown are used in practice. We need to be able to emulate that.

• look at braking data for real trains
  • calculate average braking effort and use that
• maybe consider beefing up the brake modes
  • maybe implement braking profiles
