Concatenate 2022 Convs to `public/vehicles.csv`

• download new_output_conv.csv
• change 'selection' (row/index) number to match end of current file (i.e. start with 76 instead of 1)
• make sure columns match existing vehicles CSV
• append to end of public/vehicles.csv and upload
