Wind rose input through an input file

Define a wind rose in an input file and load it in the floris.tools. This could be handled by supporting WRG files. However, that comes with the added complexity of defining a wind rose at each location in the file. This could satisfy the intent of this issue in the case of a WRG file with a single point.
