Description

Remove enum for capital project fund stage

Acceptance criteria

  • Database enums are updated to remove capital_project_fund_stage_enum
    • This is done by rerunning the drizzle kit introspection against the updated zoning-api database
  • capital_project_fund_stage enums are removed from the capital-planning model-transform step
