FacDB is failing due to an apparent column name change in source data

a dca_operatingbusinesses column may have changed from license_expiration_date to lic_expir_dd

I'll fix it asap (hopefully) without an impacting the in-progress 24v2 build

Above issue was fixed - now failing due to a source data issue for ztl (@caseysmithpgh working with AE from TRD on issue)

A little unclear what we should do when "bad" data makes it into recipes (especially the latest folder) - do we just delete? Remake the older version latest?
