Merge old Nebra frequency based fleets and remove from actions #694

Once we have migrated off balenaCloud and over to OpenBalena we should:

  • move all devices into the new helium-nebra-indoor2 / indoor 2 etc fleets
  • get rid of the old frequency based fleets
  • update testnet and production actions in this repo to all be in a single action for all fleets (4 total - testnet, testnet draft, production, production draft) feat: simplify deploy actions #748

so basically we need to add fleets:

  • helium-nebra-indoor1-c
  • helium-nebra-indoor2-c
  • helium-nebra-outdoor1-c
  • helium-nebra-outdoor2-c

and we need to change:

  • helium-indoor-868, helium-indoor-915, helium-indoor-470 - migrate to helium-nebra-indoor1 fleet
  • helium-indoor-868-rockpi, helium-indoor-915-rockpi, helium-indoor-470-rockpi - migrate to helium-nebra-indoor2 fleet
  • helium-outdoor-868, helium-outdoor-915, helium-outdoor-470 - migrate to helium-nebra-outdoor1 fleet
  • helium-outdoor-868-rockpi, helium-outdoor-915-rockpi, helium-outdoor-470-rockpi - migrate to helium-nebra-outdoor2 fleet
  • helium-indoor-868-c, helium-indoor-915-c, helium-indoor-470-c - migrate to helium-nebra-indoor1-c fleet
  • helium-indoor-868-rockpi-c, helium-indoor-915-rockpi-c, helium-indoor-470-rockpi-c - migrate to helium-nebra-indoor2-c fleet
  • helium-outdoor-868-c, helium-outdoor-915-c, helium-outdoor-470-c - migrate to helium-nebra-outdoor1-c fleet

get rid of the old frequency based fleets

Can't do this while there are still devices running on releases on these. But will do so as soon as possible
