Build for offline installer

Add the creating of the tar bundle with the offline installer to the cicd build.
Integrate it with the cicd build
Name the tar bundle with the version of the operator and the target platform. --version.tgz

Remove the checked in exec

Put the tar bundle into a release area of github so it can be downloaded. (Need to figure this out)
