Implement testing with CTest

CTest testing implementation in consensus with BoostCMake/boost is required for the proper coverage achievement.

It is highly recommended to pull changes from cmake-develop because of the TravisCI integration has got done in there. Why it is related? Because some of tests are too heavy to be done in 50 minutes available, so that means they were split to test suites in Jamfile. This is required to be done in some way in CMakeLists.txt or in .travis.yml.

Furthermore, it is highly recommended to make a pull request from the developer's repository into a branch with the prefix 11-, so we could manage the merging issues in here.
