Steps to reproduce

build docbook_xml_dtd_412, docbook_xml_dtd_42, docbook_xml_dtd_43, docbook_xml_dtd_44 or docbook_45 with --option substituters "", making sure that fetches that those packages required are not in the local nix store

• for docbook_xml_dtd_412 it's dependency catalog.xml fails to build
• for all packages mentioned, it fallbacks to download to tarballs.nixos.org
