IAssetsLogMessage.TargetGraphs and IRestoreLogMessage.TargetGraphs should use the alias TargetFramework instead of the effective target framework

https://github.com/NuGet/NuGet.Client/blob/ae352ded35ff73d8b11c00360cd5d348f6a4e1d2/src/NuGet.Core/NuGet.ProjectModel/LockFile/IAssetsLogMessage.cs#L70 and https://github.com/NuGet/NuGet.Client/blob/ae352ded35ff73d8b11c00360cd5d348f6a4e1d2/src/NuGet.Core/NuGet.Common/Errors/IRestoreLogMessage.cs#L18 are currently using the effective frameworks instead of the aliases.

This will require some SDK changes.
