Company and Web Sensitive web.base.url needed for multiple situations

There are 2 or more situations where I have found Multi.Company web.base.url to be problematic to say the least.

If a customer is working with One Company (say company 2) and create but do not finish an order. Then the order is updated (or even a new one created), The Order Can be emailed. Also a Payment Link can be generated.

For sure the Payment Link generation often homes to the wrong URL if the quotation is for another company than web.base.url is set to. If there are multiple sites also for a company, other types of return can also cause issues, such as revisiting a shopping cart or simply viewing an order that was referenced in an email transmission.

It would seem that tying a Company related web.base.url would be helpful to start and ideally a Website related web.base.url

On my end my mistake was in going the route of using 2 companies. This would have been easier with one company and just sorting out the multiple websites, but now that I am here, finding a solution is the order of the day.
