[14.0] Permission error on rma_sale module

I try to create a RMA from Order with an user without administrator permission, it is not possible beacause i receive an error, it would seem a permissions error within the module rma_sale.
If I set the "Manager" or "User: All documents" permission on the user I get this error when I try to create an RMA:

"You are not allowed to access 'Action Window' (ir.actions.act window) records.
This operation is allowed for the following groups:

• Administration/Settings
  Contact your administrator to request access if necessary."

Expected behavior
With RMA "Manager" or "User: All Documents" permissions, the user would have to make an RMA from Order.
