Add new language and language leader - Serbian Latin

Hi,

Please, can you add new language Serbian (latin) - sr-Latn and add me to language leader for Serbian Latin?

New language is ready... All tests PASSED :)

Naravno, vidim da ti aktivno radiš na ćirilici, ja aktivno sređujem latinicu... Frontend na latinici isto aktivno sređujem...
