Construction short to long fix

Fixed RDRP-677

Short to long construction does not pass all five instances.

In the fix, the necessary number of instances is computed based on the construction file, and these instances are added to the main dataframe.

Construction bug fix

Changed data type of instance to float64 in the construction schema.
Converted 1 and 6 into "0001" and "0006" in the constructed dataframe.
