Change the licensing for all SDKs and reference code to MIT License

Current Behavior

The RCL license inhibits adoption of OPC UA with its very onerous and restrictive license for non-members, requiring them to share their IP.

Expected Behavior

Change the license to MIT or other permissive license to help drive adoption and increase the use of OPC UA.

The current license scheme is oppressive and unfriendly. OPCF membership should NOT be required to utilize these SDKs without restriction.

Microsoft uses MIT license for its .NET runtime, but OPC Foundation wants to restrict this to members only?

While we as maintainers of this project agree, it is not a good approach to make a PR with a license change without a discussion first. Please stay tuned for updates as this is understood but needs to be pursued via different means, e.g. engagement inside the OPC-F / with the board.
