Doc: Consider reformatting program pages to make description more visible

Requested in the user survey (and I've had the same thought.)

For example, if I visit https://gdal.org/en/stable/programs/gdal_raster_calc.html, I need to scroll past the --help output before I find a useful description.

Probably should be discussed before any action is taken.
