[Feat] wxGUI/datacatalog: Deciding about EPSG notation on a general-setting basis

Is your feature request related to a problem? Please describe.
After implementing #5296, the visibility of the EPSG notation will be controlled only by per-project. However, users may want to toggle it globally as the part of the Global GUI Settings.

Describe the solution you'd like
In GUI Settings/ General/ Data Catalog settings there will be a toggle button _"Show EPSG notation". Default behavior should be probably Off. This global settings will be stored to a Workspace.
