building `WITH_TIFF=OFF` fails

Programs that fail on 1.7.3:

$ grep FAIL build.log
FAILED: bin/applygeo 
FAILED: bin/makegeo 
FAILED: bin/listgeo 
FAILED: bin/geotifcp
$ grep  "undefined reference to \`_TIFF" build.log --count
84

At first I thought that it might be just the test {make,list}geo programs because of the readme, but it's more.
