Address PLR0912 ignored cases and remove the code from ignored

Currently we ignore "PLR0912", # https://docs.astral.sh/ruff/rules/too-many-branches/ that would be useful to not instead.

Address the existing cases (4 cases) and remove PLR0912 from pyproject.toml ignores

Hi I'd like to request assignment for this issue I've already worked on a complete solution.
What I’ve done so far:
Found and fixed all 4 PLR0912 violations
Removed PLR0912 from the pyproject.toml ignore list
Refactored the affected functions using function decomposition to improve readability, testability, and maintainability
