Locally I'm seeing
<Project Sdk="Microsoft.NET.Sdk.WindowsDesktop">
rather than
<Project Sdk="Microsoft.NET.Sdk">
when running

dotnet new winforms -o \MatchingGame.Core\

dotnet --version
3.0.100-preview3-010431
