Create example of using VARIABLEs in target.txt

You can use VARIABLEs in target.txt to control the cmd / tlm definitions. This is really useful for installing variations on a similar target, e.g. power supply with 2 vs 4 installed modules. We should provide an example in the documentation for this common usecase.
