[FEATURE]Use non-default repo locations when possible

Some distros (like rocky) will install default repos in /etc/yum.repos.d that are auto-enabled.
The image builder should use a non-default location and set that in the dnf.conf so that only repos specified in the config files are use for the source of package installs

How will we enforce the non-standard location? Will we perform the repo operations there and then move the files to the standard location?
