Update the member/adopter panel

Once we have accumulated a critical mass of Consortium members, the side panels displaying the members' logos will need to be updated to have separate sections for Expert, Regular, and Sponsored members. Adopters who are not members may need to be removed then.

The code for this is ready in UAT pending the assignment of members to their respective tiers (the current assignments are random). Tiers are numbered 0 to 9 (0 -- Expert, 1 -- Regular, 2 -- Sponsored, >=3 -- unassigned). Members are assigned to a tier by prepending the tier number to the .png filename.

If you are fine with these changes but not ready to deploy to production, we can put them in a separate feature branch, and we can rebase it to master when you are ready.

Thanks, Clyde. Let's move these into a separate branch for now. It's going to take a few more months for these changes to become necessary.
