Description:

  • The PR introduces CI setup for building and validating OpenBLAS on new GitHub Windows on ARM runner
  • The current setup uses CMake, LLVM's clang-cl with flang-new for compiling OpenBLAS from source.

Thank you (not sure we'll want to run this on the release branch too, but can see to that later... also the LLVM guys have "hidden" the 20.1.7 binaries in the 20.1.6 folder by mistake, and the 20.1.8 WoA binary became available just minutes ago)
