Cutting areas in two - tool improvement #336

Description

Somebody reported on Sourceforge [tickets:#336]:

Like in OCAD, to cut an area in two, you have to start and finish your cutting line on the perimeter of the area. I don't like this way of doing this because I too often miss the perimeter at either end, getting an error message, and I will have to try again. In OCad, I often have to try several times before I succeed.

In stead, I would prefer to start the cutting line a bit outside the area and draw through it, ending a bit outside at the other end. It would save the user from a lot of error messages, I believe.
