The cost of hang time depends on the architecture of the system. With a fully FDMA uplink that's lightly loaded, a long hang time has no real disadvantage. But with a single uplink, like a terrestrial repeater or simplex link, the other users must wait for the hang time.
Zero hang time might not be great, either, since hang time can sometime be useful in papering over missed frame deadlines.
There ought to be a way to get the hang time that works best for the system you're using. Either a user configuration item, or perhaps a configuration item set by the conference room or repeater somehow.
