Set up Vue properly

Right now we are treating Vue as a raw javascript library; the UX elements are handled via templates and static javascript files.

I would like to move the UX to a single page app, powered by Vue, written in ES6 (ideally even TypeScript).

This will make it easier to incorporate third party UX components.
