[enhancement] Add a configuration key for aws session timeout of aws-creds job in `configure.yaml`

When the quality check stage jobs takes too longs to run, if the session timeout has not been configured for the right duration, temporary creation will expire before apply job execution. It can sometimes event expire before terraform init jobs execution.
