Germany C5 200

Hi team,

at least in Dec 2021, Germany's C5 is set to 200, which according to the cookbock seems to be "requires closing" (is the cookbook outdated, since it has levels of 0-2).

Based on which information did you choose that value? Which part of Germany actually required closing of public transport in December?

This seems wrong information.
