Data differs from MARS and CentralDB

Some of the data values appear to be missing when the data is downloaded from the Shiny app, but not when downloaded directly from the MARS DB or CentralDB.

For example, on 8/18 gauge 17, the app csv is missing data values (3:15, 3:30, 7:45) and has extra values (16:15, 16:30, 16:45).
