Seems like if chunk loading is lagging, players can click near edge of chunk and crash whole server. (atleast this is my theory)

I am unsure how much we can do there.

Introducing a sync chunk load is what it is. It is already scheduled at blocking priority in the chunk system.
The only potential "solution" here would be to consider clipping into an unloaded chunk a miss.
That however obviously is diverging from normal vanilla behaviour and might have unexpected outcomes.

Players can't move into unloaded chunks, why should they be able to interact with them? I don't think any possible vanilla feature could break from this, even then, maybe make it configurable like the player unloaded chunk movement blocker
