Is your feature request related to a problem?

This is not related to a problem. This would simply make it easier for me to know if there are updates to paper within the same game version or updates to a new game version.

Describe the solution you'd like.

When I run /version, paper tells me I'm running the latest version. with some additional info. I think it would be useful if that was split into latest version of paper for version X vs latest version of paper. For example, "You are running the latest version of paper for 1.21.4 (232). You are not running the latest version of paper (1.21.8-11)."

I don't know exactly how easy this would be to implement or what the exact wording should be.

Describe alternatives you've considered.

Open https://papermc.io/downloads/paper and manually check.

Notice it says I'm running the latest version, but the server is on 1.21.4 which is technically the latest 1.21.4 version but not the latest version of Minecraft or paper. You can also see I tried 1.21.8-6 but there is a bug that I'm waiting to get resolved before I update.
