Show "Edit & retry" button as disabled when message editing feature is turned off

Describe the suggested improvement

The ability to edit failed messages before retrying is by default disabled in the platform. Users don't have a way to discover this feature in any other way than looking at the documentation, as the "Edit & retry" button is hidden when the feature is off.

Showing a disabled "Edit & retry" button instead, with a tooltip pointing to the existing documentation on how/when to enable the feature would be a better approach.
