Beornia's Claim England Decision should mark path exclusivity as well

Its a bit confusing to see the Return to England return_home_NAN decision is marked with a path exclusivity in the description but the claim_old_england decision does not despite the fact its more relevant (least in my opinion) since both seem like country exclusive decisions, where as the claim path does not clearly telegraph that. (and doesn't change the country) I've made the mistake a few times now on games separated by time that its not exclusive as a result of that warning in one decision but not the other when in fact it is.
