Crimean Khanate doesn't have the decision to form Turan (even after it forms Tatarstan)

Every other Khanate (Mongol and Turkic) in Central Asia has the decision to form Turan, but interestingly Crimea cannot. Even though there's a scripted set of events that allow the player to conquer and form Tatarstan, you cannot go Turan after that.
Conquered most of Russia and Siberia in my playthrough, but there is no "Form Turan" decision in the decisions tab.
Can you add one ? :)
