Also, TAP::Harness links to TAP::Formatter, which appears to be a namespace but not a module

Test::Harness::TAP used to exist in Test-Harness 2.X (before 5.10.1). I wouldn't be surprised if the same is true for the other names. I suspect we should just delete all such references.
