Update Batch Summaries to include annotation counts

In addition to knowing how many URLs are pending overall, it's also useful to know how many are awaiting some or all annotations.

To that end, let's further break down batch summaries into showing:

• the number of pending URLs that do NOT have a relevant annotation
• the number of pending URLs that do NOT have a record type annotation
• the number of pending URLs that do NOT have an agency annotation
• the number of pending URLs that do NOT have a full set of annotations
