Batch Status tuning

One way or another, batches without pending URLs should be given a more appropriate status than Ready to Label! But we should make sure not to be stripping away their status after we create the batch and before we add URLs to it, if such a time exists.

One option is to change the label to Collection Completed, which can indicate that the batch has completed collection while leaving information about the number of pending URLs to the pending URLs count. That helps avoid the issue of having to label a batch after its collection process has completed. What do you think?

@maxachis I'm not sure what you mean by Collection Completed—do you mean that labeling is completed? Sounds good to me.

@josh-chamberlain Nope! This would indicate that the batch has completed collecting URLs . Indicating that labeling is completed would be inferred from the lack of pending (or other) URLs.
