Add Datadog Logging

We currently cannot debug when production breaks because of a bad API request.

This ticket researches possible, free options for application level logging. The output is a document detailing:

• any notes on possible vendors
• pros and cons of each vendor (especially after trying some out)
• recommendations moving forward
• cost analysis of at least the recommended vendor
