Enable CD on merge to toynet repo's flask or react directories

We had CD working in old `toynet-react` repo, but do not have it in the new monorepo `toynet`. We never had working CD for `toynet-flask`, so this ticket is an enhancement that changes merged to the backend OR frontend trigger a redeployment.
