Update of technology costs to v0.13.4

This PR updates the cost files in ariadne-data/costs in preparation for the upcoming release of technology-data v0.13.4.

Do not merge before the associated PR in technology-data is reviewed merged.

Before asking for a review for this PR make sure to complete the following checklist:
