openQA test in scenario qubesos-4.3-install-iso-x86_64-install_unencrypted_upload@uefi fails in
firstboot
Activation of logical volume qubes_dom0/vm-pool is prohibited while logical volume qubes_dom0/vm-pool_tmeta is active.
Aug 08 11:16:23 dom0 org.fedoraproject.Anaconda.Addons.QubesInitialSetup[2255]: Aborting. Failed to locally activate thin pool qubes_dom0/vm-pool.

I observed it a few times in openQA already, mostly on initial setup. I can't exclude it happening also on normal system boot.
QubesOS/qubes-core-admin#630 was about similar issue, maybe it wasn't a full fix?
