CRAN Warnings from autoconf

@snoweye The latest push fixes some CRAN warnings from autoconf.

At some point last year, pbdBASE got pulled off of CRAN, which pulled pbdDMAT as well. It looks like you updated it shortly after, but I never got any emails about any of this from CRAN (or they went to spam -- this actually happened to me recently for another package...). I'll send an update for pbdDMAT soon. But I can wait if you're planning on pushing a new version of pbdBASE.

I was wondering if pbdBASE & pbdDMAT could be gotten back onto CRAN, as they seem to be archived there? Would it be a big job to get rid of those warnings?
