[Feature]: Add cert-manager helm dependency

Suggestion Description

Currently, cert-manager is required for the gpu-operator to function properly as it relies on the Certificate CRD created by cert-manager.

The cert-manager chart should be added as a helm dependency.

Over the past year, we've collected many customer's feedbacks and know more about the customer's deployment scenario with GPU Operator. It is true that cert-manager is a dependency, but we've found that cert-manager as a CNCF graduated project has been used by many other stacks.

If we put cert-manager as a sub-chart within our chart:

• The advantage is that users have a good default experience to install the GPU Operator.
• However, the disadvantage of doing that is that users will lose the ability to manage the lifecycle of cert-manager by itself independently, e.g. upgrade/downgrade cert-manager independently.

In consideration of the widely adoption of cert-manager, currently we still decide to keep cert-manager deployment as a separate step as part of the dependency requirements, so that customers could manage cert-manager independently.
