[CI] Actions: Add a Windows x64 clang LTO build #16778
Description
Currently we're compiling the following x64 builds:
- Windows msvc (publishing)
- Linux clang (publishing)
- Linux gcc
- macOS xcode (publishing)
- FreeBSD clang
The request is divided into:
- Add a Windows Clang build
- Enable LTO on the Clang build
- Switch artifact publishing from Windows msvc to Windows clang
