[Bug]: File Listings not Updating when a File is Changed if the File Name Doesn't Change

Describe the Bug

When using the Table File browser or Library browser, the images don't update if the file name isn't changed.

To Reproduce

1. Update an existing table image with any image editor and save over the previous image. (Alternatively, you could delete the file and rename any file to the previous file name).
2. Right click the folder and choose "Rescan" (or even close and restart MapTool).
3. Observe that either method mentioned in step 2 does not show an updated image.

Expected Behaviour

The image should update to match the actual file image automatically, or, at minimum, when rescanning the folder.

Additional Context

This issue also seems present in the Library file browser.

A current workaround is to use a new filename instead of overwriting the previous file, but this shouldn't be necessary.
