Command Lag

Hello,

Is there a way to set a lag for all commands, instead of just one? For example, I want a "train" command to set a variable pause (i.e. 1 second) on the player. I don't want just "train" being usable after 1 second, but all commands.

I would also put in some sort of flavour text during that lag, like "You do jumping jacks 50 times." or something.
